Universities Aren't Obeying Rules & Regulation of UGC

Increasing educational expense in external sector than associated sector at public universities, illegal appointment of manpower, controlling expense in electricity & transport and income-expense directives of private universities – University grant commission is recommending this from few years.

But these recommendations aren't obeying by the universities.

It is informed that, universities are misusing the university act. Four public universities are running under 1973 act. So UGC has no right to take action against those universities.

On last July 2, education minister submitted 37th annual report of UGC. The report says, in 2009-10 fiscal year, 17% expense is observed in general associated sector and 12% expense is determined for educational associated sector.

This is happening for appointing illegal manpower out of budget. Moreover, the universities are also not maintaining the promotion-up gradation rule issued by commission. They are following their own rules to create vacant post, promotion and up gradation & giving selection grade.

Many private universities don't have any rule-regulation for income and expense. For that, differentiation is viewed among the universities admission fee, tuition fee and salary of the teachers etc. Moreover, it is informed that, private universities took high rate fee for providing transcripts & certificates.
