In an effort to modernize the BCS examination system, the government has planned to formulate new rules which could be in effect from the next 35th BCS examinations.

Bangladesh Public Service Commission (BPSC) has already sent a proposal to the public administration ministry in this regard, said the officials.

As per the annual report of the BPSC 2013, the BCS Examination Rules-2013 will be formulated in Bangla.

According to the proposal mentioned in the report, the BCS preliminary examination will be of 300 marks while the duration will be 3 hours against the present 100 marks of an hour duration.

The examination fee will be Tk. 700/- instead of the existing Tk. 500/-, while the fee for the tribal candidates will be Tk. 250/- instead of the existing Tk. 50/-.

In the proposed rules, written examinations of all the subjects' Part -1 will be of 200 marks with the duration of three hours and the second papers of all subjects will be of 100 marks with three hours duration.

In the existing system, the marks of the first and second papers of all subjects are 100, while the duration is three hours.

A candidate having marks less than 30% will be considered to have got no number against the existing rule of 25%.

The minimum pass number of viva voce under the new system will be 50% instead of the existing 40%.

"The BPSC has given us a proposal in this regard. And now we're working on it to place it to the secretaries committee. After the committee's approval, it will be placed before to the prime minister. On her approval, it will be sent to the president for promulgation of the rules. The next BCS examinations will be held under the new rules," a high official at the public administration told UNB.

A member of the public service commission also said that the BCS examinations system will be changed soon.

"In consultation with the law ministry, the draft BCS (age, eligibility and direct test for appointment) Rules-2013, prepared by the commission, is now under process at the ministry of public administration, as the BCS Examination Rules-1982 has become invalid following the Supreme Court judgment declaring the 7th amendment to the constitution illegal," the member said. "I hope the new rules will be effective from the 35th BCS," he added.

Asked when the circular of the 35th BCS examinations will be issued, he said, "We're yet to fix the date as the public administration ministry is working on formulating new rules."

Contacted, senior secretary of the public administration ministry Kamal Abdul Naser Chowdhury told UNB, "The BPSC has given some proposals to our ministry to bring changes in the BCS examination system to make it a time-befitting one. The present rules are written in English but now it will be in Bangla."
