Separate Quotas for HSC Admission

Millions of relatively less meritorious students are getting admissions in better colleges. Children of employees-officials of Education Department get this special opportunity through the quota admission policy for HSC admission.

But thousands of students better than them can't be admitted to a reputed college. Admission opportunities in better colleges through the quota of family members of freedom fighters and the students of rural areas have been praised by everyone. However, the admissions for children of employees-officials of Education Department in the same system have questioned by the different circles.

Concerned have expressed their fear about the demand can be raised in the future for quota system admission in higher education with Medical-BUET. Already the demand rises against the Public Universities to cancel adopted quota. Former students of Shahjalal University of Science and Technology (SUST) have submitted a memorandum on May 25, 2014 to cancel adopted quota.

In 2003 the Ministry of Education has declared 10 percent seats of colleges in cities are mandatory for village students' admission in the policy of eleventh class. Thus, the quota system was started for college admission. That was done to accommodate the disadvantaged students of villages in colleges of cities. The decision was acclaimed in the civil communities.

In 2011 two separate quotas' has been introduced by changing the policy for 'children of employees-officials of Education Department' and ‘family members of freedom fighters'. The quota was divided as like 5 percent for freedom fighter, 3 percent for village and 2 percent for education department despite the quota stands at 10 percent. Some people have commented that the quota for education department is unreasonable, although the quotas' for freedom fighter and village students is reasonable.

Account BenefitEducation Minister Nurul Islam Nahid said, "The quota wasn't available for the child of ministry official. We've launched the system. Other ministries has takes some benefits in respective areas. That's why they also demanded that opportunity. But this is not a big issue". There are convicts in favor and against. But it can't be possible to make everyone happy, he added.

Prominent academic, Dr. Syed Manjurul Islam said, it is not just the admission, getting a job should be through the competition, not quota basis. Yet, quota system is introduced due to the various reasons. The quotas are for marginalized groups, freedom fighters etc. Quotas should be rationalized. Otherwise it will be deprived of the intellectual. He said officials-employees of the education department are not employed without salary. So the question of additional consideration comes from where. Furthermore, consideration should be just for the poor employees, which must not more than one or two.
